Community Action Human Resources Agency (CAHRA) is a private, non-profit corporation providing for the identified needs of people and communities of Pinal County. CAHRA builds firm foundations in partnerships with communities by stimulating family cohesiveness and self reliance.

CAHRA was incorporated in October 1980 as a private, non-profit community action agency. During its 36 year history CAHRA has created a broad menu of services and successfully implemented programs that address the unique needs of the limited-income population.

The agency provides case management, emergency financial assistance including utility assistance, emergency shelter, transitional housing and rapid rehousing. Other services that help support the program participants are distribution of gleaned produce, emergency food through the local food pantry and community garden, emergency alert pendants, home repair, weatherization, diapers.

CAHRA has always been the financial safety net for households facing financial crisis. The Agency has worked diligently to implement a case management program that would provide a holistic approach to helping low-income families achieve economic self-sufficiency and an enhanced quality of life. At present CAHRA utilizes the following case management strategies:

Community Services Case Management working with individuals and households experiencing financial crises that threaten the health and safety of the household. The strategy is to work with the individual/family to discern the underlying causes of the presenting problems and address those causes while working to stabilize the initial crisis. Those seeking assistance are seen by appointment at their home sites.

Emergency Shelter/Rapid Rehousing Case Management working with individuals and families who are homeless or near homeless to address the very unique issues confronting this target population. The strategy is to work with the individual/family to discern the underlying causes of the presenting problems and address those causes while working to stabilize the household and move them into permanent housing. Because of the critical nature of being homeless, clients are seen without appointment.
